17 Propositions on your November 2025 ballot
UPDATES:
(11/4/25): All propositions were approved by voters statewide. Thank you for your vote.
(10/21/25): The Travis GOP Executive Committee recommended voting against Props. 1, 4, and 14, and for the rest. Below is a summary of a report passed by the Executive Committee with some notes (in italics) expressing thoughts for and against each, if applicable.
ALL Travis County residents will see these propositions on the ballot, and possibly some local elections. Click here for voting information.
❌ Proposition 1: TSTC permanent funding –AGAINST*
While the estimated $52M in stable funding for Texas State Technical College would help it to become a workforce-friendly alternative to traditional university systems, and the cost to taxpayers is a small portion of state revenue, the Executive Committee felt the current regime of favoring one university or college system over another should be reconsidered and the status quo not continued.
✅ Proposition 2: No capital gains tax in Texas -- FOR
Supported by the Texas GOP Platform.
✅ Proposition 3: Hard crime bail denial -- FOR*
While not an optimal solution, and we want judges to have leeway in difficult situations, in places where crime is the worst many judges have proven inept at jailing violent criminals. We're endorsing Prop. 3 for our Austin neighbors.
❌ Proposition 4: Sales tax for water fund -- AGAINST*
Legislature should have direct discretion as water supply issues are constantly in flux; less or more may be needed in the future. A “slush fund” would invite abuse and mismanagement.
✅ Proposition 5: Feed tax exemption -- FOR*
Feed is not taxed anywhere but in a barn/silo/other facility when it cannot be sold (or is considered surplus). This closes a loophole in state law and helps feed sellers in difficult market cycles. It would prevent dumping/wasting surplus feed and will encourage feed reserves to be kept which may assist drought-afflicted places.
✅ Proposition 6: Securities occupation tax prohibition -- FOR
Supports the Texas GOP platform.
✅ Proposition 7: Military widow/er tax exempt if disabled spouse was not 100% disabled but meeting certain conditions of federal law -- FOR
While another special tax break “carve out” for certain populations, this closes a gap in existing law.
✅ Proposition 8: Death tax transfer prohibition - FOR
Supported by the Texas GOP platform.
✅ Proposition 9: Property tax exemption for business use -- FOR*
Think of this as a "homestead exemption" but for business equipment and materials up to $250k. It could be abused but the cap gives us comfort. Will help small businesses.
✅ Proposition 10: Tax exemption for fire-destroyed property -- FOR
While another special tax break “carve out” for certain populations, this would help Texans in need get back on their feet, especially as property insurance costs continue to rise nationally.
✅ Proposition 11: ISD tax exemption increase for elderly/disabled -- FOR*
Raises exemption from $10k to $60k; carve-outs are never ideal but the increase helps those already benefiting, especially in areas where property tax values are rapidly increasing such as Central Texas.
✅ Proposition 12: State Commission on Judicial Conduct reform -- FOR
Reorganization of the SCJC has been a long time coming. It would get rid of “private sanctions.”
✅ Proposition 13: ISD homestead exemption raised by $40k -- FOR
Supports the Texas GOP platform. This keeps up with inflation, the rising cost of insurance, and increased property values as more people move to Texas.
❌ Proposition 14: Dementia agency, $3B from GR -- AGAINST
This may be done via competitive grants to existing institutions without starting an entirely new bureaucracy. It’s a worthy goal but the wrong solution.
✅ Proposition 15: Parents are decision-makers/bill of rights -- FOR
Supports the Texas GOP platform, though some argue that the government should not have to put into state code what is already sacred tradition and common law.
✅ Proposition 16: Voters must be U.S. citizens -- FOR
Supports the Texas GOP platform and TCRP’s efforts to maintain fair and honest elections.
✅ Proposition 17: Border property tax exemption for wall, etc. -- FOR
While another tax carve-out, we believe this would incentivize owners of border-adjoining properties to participate in plans to build a stronger barrier between the U.S. and Mexico.
